Multiple members of Congress have fought for the Stop Underride Act of 2017. This legislation would help reduce the risk of disastrous underride accidents.
An underride accident happens when a smaller passenger vehicle collides with a tractor trailer. The small car gets caught underneath the truck, often resulting in fatal injuries to occupants. If more trucking companies would install underride guards on their vehicles, these types of accidents could be prevented. These guards, when they function properly, keep smaller cars traveling up to 35 mph from getting caught underneath the large trucks.
Fatal injury protection is possible
Two bills have been introduced to Congress. Both have been stalled, despite strong support. The National Highway Traffic Safety Administration (NHTSA) fully backs these initiatives and wants to add other initiatives that would support this issue. The Insurance Institute of Highway Safety (IIHS) has already conducted tests that have proven the effectiveness of these side guard rails. According to the test results released in a report by the IIHS, "In the AngelWing test, the underride guard bent but didn't allow the car to go underneath the trailer, so the car's airbags and safety belt could properly restrain the test dummy in the driver seat.”
The bill would just be the first step. One year after this bill is passed, the Secretary of Transportation must complete a study on the effectiveness of those guard rails. Then, the Secretary of Transportation must create an additional rule about whether or not to install guardrails to the front of the truck. Only after these additional steps will the bill become an effective law. But none of this can happen if the bills keep getting stuck in Congress.
